PURPOSE: An apparatus for the power management of a fuel cell and a secondary battery is provided to improve power efficiency of a fuel cell by effectively setting an electricity operation mode and conductivity. CONSTITUTION: An apparatus(100) for power management of a fuel cell(110) and a secondary battery(120) comprises a power supply part supplying electricity to external devices; a charging part charging the secondary battery with power from the external device; and a control part which is connected to the power supply part and charging part and controls power of the fuel cell and secondary battery based on connection of an adaptor to the external device, voltage of the secondary battery, voltage of the fuel cell.
