Water is discharged into tanks located outside said offtake and provided with discharge pipelines communicated with natural water source. Said silt is regularly discharged from silt. Silt carrying channel with one or several discharge structures, spaced apart and branched therefrom, is composed of directional well or well cluster to allow water self-flowing therein. Valves arranged in discharge structures feature remote control.
