PURPOSE: A diagnosing system of freezing a cooling water for a car and a method thereof are provided to prevent an engine damage due to a driving in freezing a cooling water state by an operator recognizing a freezing of the cooling water. CONSTITUTION: A diagnosing system of freezing a cooling water for a car comprises a cooling water temperature sensor(10), a temperature comparison part(20), a diagnostic part(30), and a mean temperature calculation part(40). The cooling water temperature sensor detects a coolant temperature. The temperature comparison part calculates a deviation by comparing a coolant temperature measured in the cooling water temperature sensor with a mean temperature of the coolant temperature. The diagnostic part diagnoses whether it was frozen, after comparing a fixed freezing evaluation value with an accumulated value of a deviation calculated in the temperature comparison part. The mean temperature calculation part calculates a mean temperature of a stored temperature in a detection temperature DB(15) and the detection temperature DB storing a temperature detected from the cooling water temperature sensor.
