PURPOSE: An uplink transmission power control device and a method thereof are provided to assign transmission power to an uplink channel of serving cells according to a priority. CONSTITUTION: A terminal calculates an E-PH(Estimated-Power Headroom) from second transmission power and first transmission power(S710). The first transmission power schedules for transmitting an uplink signal. The second transmission power is scheduled for transmitting PRACH(Physical Random Access CHannel) mapped on a random access preamble. When the E-PH is smaller than threshold power(S715), the terminal controls the first and the second transmission power based on a power assignment priority(S720).
