PURPOSE: A precrash actuator of a vehicle and an operating method are provided to set the priority of the conduct of vehicle and an object with the offset amount and relative velocity, and to operate a safety device in advance by considering the time consumed in starting the safety device. CONSTITUTION: A precrash actuator of a vehicle comprises a scanning sensor, a vehicle sensor, a safety device, and a control unit. The vehicle sensor senses the driving information which includes the vehicle velocity, acceleration, steering angle, yaw rate, and the brake pressure. The safety device is prepared to operated before the collision of vehicle and protect a passenger in the collision. The control unit uses the information of the scanning sensor, and the vehicle sensor to read the offset amount and relative velocity of the vehicle and object, and selects a collision risk object. The control unit operates the safety device when the collision estimation time comes close to a predetermined time, based on the relative velocity of the collision risk object.
