PURPOSE: A QR(Quick Response) code agency payment device executed in a smart phone and a QR code agency payment system thereof are provided to enable a payment agent to perform agency payment by using the smart phone. CONSTITUTION: A QR code recognition unit(211) recognizes a QR code from a notification. A smart phone authentication unit(212) processes authentication of a smart phone by comparing a phone number of a payment agent with a phone number of a user. When the smart phone is authenticated, an agency payment executing unit(213) transmits payment approval request information to a payment server through a payment interface and receives a payment approval result from the payment server.
