PURPOSE: A character input device and method are provided to use the small number of buttons, thereby enabling disabled people to easily input Korean characters and numbers. CONSTITUTION: A key input unit(100) includes a first rod shape button, a second rod shape button, and a third rod shape button. A control unit(200) generates characters based on a key input signal of the key input unit. A display unit(300) displays the characters on a screen. The first rod shape button is larger than the second rod shape button. The third rod shape button is larger than the first rod shape button. The control unit generates a horizontal stroke of a consonant corresponding to the key input signal of the first rod shape button. The control unit generates a vertical stroke of the consonant corresponding to the key input signal of the second rod shape button.
