PURPOSE: A sealer composition for reinforcing steel plates is provided to remove dust, increase adhesion with the steel plates, and to reduce contraction at room temperature and low temperatures. CONSTITUTION: A sealer composition for reinforcing steel plates having a double layered structure comprises: a lower layer sealer which includes NBR(Acrylonitril-Butadiene Rubber), a chemical cross-linking agent, a conducting agent, a curing agent, filler, a heat aging inhibitor, a hygroscopic agent, and a plasticizer; and an upper sealer which includes a trifunctional epoxy resin, a four-functional epoxy resin, a bisphenol-A epoxy resin, a rubber-modified epoxy resin, polyester, a curing agent, filler, a separation inhibitor, a hygroscopic agent, a pigment, and a stabilizer.
