PURPOSE: Fe-Ni alloyed foil substrates for a CIGS solar cell are provided to improve strength by using an electro forming method. CONSTITUTION: An electrolyzer(600) is made of a conductive metal. An electrolyte solution is filled in the electrolyzer. A cathode electrode(700) and an anode electrode(100) are dipped into the electrolyte solution. Voltage is applied to the anode electrode and the cathode electrode. The metal is precipitated on the surface of the negative electrode.
