IMAGE DECODER, IMAGE DECODING METHOD, PROGRAM AND IMAGE ENCODER

PROBLEM TO BE SOLVED: To improve encoding efficiency by allowing a conversion processing without dividing a color difference signal even if a luminance signal is divided.

SOLUTION: An image decoder includes: a decoding section of information on the number of division times for dividing an image into a plurality of encoding blocks, acquiring data which is image-encoded by using block division for dividing the encoding block into one or a plurality of conversion blocks being orthogonal conversion objects, and decoding information on the number of division times of the conversion block included in the data; a control section for the number of times for setting the number of division times of the conversion block to a luminance signal to one when the encoding block has the largest size and the number of division times of the conversion block is zero; and a decoding section for performing decoding processing of an orthogonal conversion coefficient according to the number of division times of the conversion block to the luminance signal and a color difference signal.
