PROBLEM TO BE SOLVED: To solve the problem that there is a case in which a code amount increases when a quantization parameter of a left adjacent block is uniquely selected and the quantization parameter of a block of an encoding object is predicted and encoded.

SOLUTION: A quantization parameter calculating section 110 calculates a quantization parameter of a block of an encoding object in response to activity showing complexity of an image. A prediction quantization parameter calculating section 114 reads the quantization parameter of a plurality of encoded adjacent blocks adjacent to a periphery of the block of the encoding object from an encoding information storage memory 113 storing encoding information including the quantization parameter, and calculates a prediction quantization parameter of the block of the encoding object from the quantization parameter of the plurality of adjacent blocks. A differential quantization parameter generating section 111 generates a differential quantization parameter by a difference between the quantization parameter and the prediction quantization parameter of the block of the encoding object. A first encoding bit string generating section 112 encodes the differential quantization parameter.
