<P>PROBLEM TO BE SOLVED: To provide an efficient method which applies an inactive polymer and medical or biological agent to a substrate so that the collection process is efficient, the coating produced is superficially conformal, substantially defect-free and uniform, the composition of the coating can be regulated and the morphology and/or secondary structure of the pharmaceutical or biological agents can be controlled. <P>SOLUTION: The coating includes a stent scaffold, rapamycin, and polymer.
