<P>PROBLEM TO BE SOLVED: To suppress performance deterioration in a storage battery system. <P>SOLUTION: A deterioration diagnosis target cell list creation part selects each diagnosis target cell from among a plurality of cells and creates a list of the diagnosis target cell. A cell deterioration diagnosis part obtains a degree of deterioration of the diagnosis target cell by conducting deterioration diagnosis on the diagnosis target cell contained in the list or requesting an external deterioration diagnosis device to conduct the deterioration diagnosis on the diagnosis target cell. A temperature distribution estimation part estimates a degree of deterioration of, among the plurality of cells, each non-target cell other than the diagnosis target cell contained in the list on the basis of a distance between the non-target cell and the diagnosis target cell, and obtains a temperature distribution of the whole of the plurality of cells on the basis of the degrees of deterioration of the diagnosis target cell and the non-target cell.
