A billing system comprises: a charging device (16) for charging a battery (21); an EMS server (14) capable of communicating with the charging device (16) and a vehicle (42); a billing management means (45A) for authenticating information received with user information in a database that stores the user information containing a user ID and billing destination; and an AMI (5) for connecting the billing management means (45A) and the EMS server (14). The EMS server (14) receives user ID and power to be charged from the charging device (16), and transmits the user ID and power to be charged to the billing management means (45A) via the AMI (5). The EMS server (14) receives a notification from the billing management means (45A) that charging is permitted, and when the charging device (16) charges the battery (21), the charging device (16) transmits the user ID and the power consumed via charging to the billing management means (45A) via the AMI (5). The billing management means (45A) charges the user a price according to the power consumption.
