Method of controlling an out-of-control high-pressure oil well blowout caused by failure of or damage to oil well blowout preventers or high-pressure master valves. The method involves the installation under harsh conditions of a high-pressure valve apparatus having a spring-membered locking device (2). By means of a control wheel and use of a special automatic bolt tightener, a new high-pressure valve device is installed over the high pressure blowout opening, thereby closing off the out-of-control high-pressure blowout. The method can be used for both ground and deep water oil well blowouts. Alternatively, prefabricated piles can be arranged on the sea floor around the blowout opening to form a completely sealed steel-structured concrete enclosure so as to fully close off the affected oil well, and a prefabricated high-pressure valve trapezoidal steel cover (69) can then be disposed thereabove, allowing the crude oil from the out-of-control blowout to channel out from the valves (71) of the steel cover, thereby fully controlling and providing for the safe handling of the out-of-control high-pressure blowout.
