<P>PROBLEM TO BE SOLVED: To provide an IC card rental system for provisionally issuing and temporarily lending an IC card taking over information of an IC card acquired in the past by a service user even in the situation of not holding an IC card. <P>SOLUTION: The information of the IC card (holding card) held by a service user is copied to a temporarily issued IC card (rental card), the use of the holding card is stopped, and the rental card is used. When returning the rental card, use history data of the holding card and the rental card is read and adjusted, and when there is shortage, it is coped with by issuing a settlement request to a credit card company settlement system.
