<P>PROBLEM TO BE SOLVED: To provide a package manufacturing apparatus and method for manufacturing a package capable of filling a variety of contents. <P>SOLUTION: A belt-like film F is wound in a tubular shape so that, in a tubular formation part 10, both side parts extending in the longitudinal direction are overlapped and that a surface Fsb on which a sealing layer to be welded with a sealing tape T is formed becomes an outer surface. In a sealing tape arranging part 23, the sealing tape T is arranged along the longitudinal direction from the outside across the overlapped both side parts, and a tubular film F1 formed by bonding the outer surface Fsb at the both side parts and the sealing tape T in a welding part 13 is filled with the contents C to obtain the package.
