Embodiments of the present invention relate to the technical field of wireless communications, and particularly to a method, a system and a device for improving mobility robustness. The present invention is used to improve mobility robustness determination accuracy in a macro base station and pico base station networking environment under a Hetnet scenario. In the embodiments of the present invention, a first network side device sends to a second network side device belonging to a cell having incorrectly configured cell parameters the last wireless signal quality parameter value of the cell obtained prior to a user equipment connection failure. The second network side equipment determines the decision signal quality value of the corresponding cell according to the wireless signal quality parameter value of the cell and determines the reason the connection failed on the basis of said decision signal quality value. Because multi-layer coverage is given consideration in the Hetnet scenario, mobility robustness determination accuracy in the macro base station and pico base station networking environment is improved.
