<P>PROBLEM TO BE SOLVED: To provide a new actuator whose case is formed of a synthetic resin material that is light and has high moldability and whose object is to secure a holding power in a stop state during no energization. <P>SOLUTION: An actuator 1 includes: a case 2 that can secure a predetermined internal space and is made of a non-magnetic material; an electromagnet 3 installed in the case; two magnets 6 that face the pole face of the electromagnet and are separated and placed side by side with an opposite pole face to each other along the surface direction of the pole face; an arm 5 that holds the magnets and swings in the surface direction of the pole face while having an air gap with the pole face of the electromagnet; an output shaft 4 that shaft-supports the arm in the case and shaft-outputs the swing force; and a magnetic path forming member 7 that is installed inside or outside the case so as to form a magnetic circuit between both magnetic poles of the opposite facing side of the electromagnet and magnets with the above state in which the two magnets face the pole face.
