<P>PROBLEM TO BE SOLVED: To control fault tolerance on the basis of actions of a user to a system. <P>SOLUTION: A kind of access to a server device allocated to a user terminal device as the server device for providing the user terminal device with a service according to the access from the user terminal device is acquired, and whether or not the kind is a stipulated kind is determined.
