<P>PROBLEM TO BE SOLVED: To provide a liquid optical element that changes optical characteristics using an electro waiting phenomenon, the liquid optical element being capable of obtaining large interface driving force without making the element shape large and having a fast response speed. <P>SOLUTION: A liquid optical element 100 includes a function part functioning to change optical characteristics, and a driving pump part. The driving pump part includes holding parts 101a, 110b holding an end 116d of an interface 116 formed of a conductive liquid 104 and a non-conductive liquid 105, and an electrode 108 including an opposite part 108c opposed to the holding parts. The end of the interface contacting the electrode is displaced by controlling a voltage applied to the electrode to move the liquids, and the state of the function part where the liquids are present communicating is changed to change the optical characteristics.
