Disclosed is a super-lifting device of a crane. The super-lifting device comprises a super-lifting jib (10) and a front pulling steel wire rope (20). The crane comprises a main arm (40) and an auxiliary arm (50). The super-lifting jib (10) is mounted on the main arm (40). The super-lifting jib (10) is provided with a winch. One end of the front pulling steel wire rope (20) is connected to the winch. The super-lifting device further comprises a support assembly (60). The support assembly (60) comprises an A-shaped frame (70) and a pulling plate (80). The auxiliary arm (50) comprises a plurality of mast sections (50a) connected in sequence. The A-shaped frame (70) and the pulling plate (80) are mounted on one of the mast sections (50a). The mast section (50a) on which the A-shaped frame (70) and the pulling plate (80) are mounted is a mounting section (90). The A-shaped frame (70) and the pulling plate (80) are connected and are separately mounted on the mounting section (90). The other end of the front pulling steel wire rope (20) is connected to a top portion of the A-shaped frame (70). Also disclosed is an all-terrain crane comprising the super-lifting device. The other end of the front pulling steel wire rope is not directly connected to the main arm but is connected to a fulcrum, so that the moment arm and the moment of a pulling force on the main arm are increased, thereby relieving the stress of the main arm.
