PURPOSE: A small hydropower generating device using pumping water and a method thereof are provided to improve power generation efficiency and to enable small hydropower generation using the pumping water even through a tidal difference is low. CONSTITUTION: A small hydropower generating device using pumping power and a method thereof comprises a dike(10), a power generation turbine(30), a water tank(40), a sluice gate(20), and a water pump(41). The dike is installed in rivers or sea. The power generation turbine is installed in a waterway(11) penetrating the dike and converts the kinetic energy of fluid flowing through the waterway to electric energy. The water tank is installed inside the dike to store the constant volume of the fluid. The sluice gate is installed in the waterway to control the inflow and outflow of the fluid.
