<P>PROBLEM TO BE SOLVED: To provide an induction heating apparatus, a fixing device, and an image forming apparatus that prevent partial excessive temperature rise even in a case where pieces of paper of small size are successively passed through, that have stable fixing performance, and that are satisfactory in heat generation efficiency. <P>SOLUTION: A fixing device 1 comprises a heat roller 51, a pressure roller 12, and a magnetic flux generating part 13 that applies a magnetic flux to the heat roller 51. The heat roller 51 has, in order from a side closer to the magnetic flux generation part 13, a first conducting layer (main heat generation layer), a second conducting layer (heat generation control layer), and a third conducting layer (auxiliary heat generation layer). The first and second conducting layers are composed of a magnetic material. The Curie temperature of the second conducting layer is lower than the Curie temperature of the first conducting layer. The third conducting layer is composed of a material lower in magnetic permeability at room temperature than both the first and second conducting layers.
