PURPOSE: A charging system and a method for providing rewards in an overture advertisement are provided to prevent an unjust disbursement by making a charge only for a validated lottery or coupon that is issued when an advertisement user makes an order call. CONSTITUTION: An advertisement agent server collects advertisement information from one or more advertiser company servers(S101). The advertisement agent server configures that the reserve fund arbitrarily set about a product advertisement cost is refunded to a virtual account(S102). The advertiser company server sets and delivers a real reserve fund, expense to a number of calls, giveaway expense to the advertisement agent server(S103). An advertisement user confirms an advertisement through a mobile terminal(S104). The information about calls is delivered to a call list management part of the advertisement agent server such that an issued lottery management part delivers a lottery to the mobile terminal(S105). The issued lottery which is issued by issued lottery management part is stored in a issued lottery information DB, and an advertisement calculation part calculates an advertisement cost(S106). The advertiser company server validates a transaction history(S107). After adding or subtracting an accrued advertisement cost to or from the reserve fund, if the real advertisement cost is greater than the reserve fund(S110), the advertisement agent server requests for the additional cost to the advertiser company server(S111), and the settlement history of the reserve fund is stored in an advertisement cost information DB(S112).
