<P>PROBLEM TO BE SOLVED: To easily and precisely select a character color from a histogram in which color bleeding becomes dominant in a color reduction processing. <P>SOLUTION: A plurality of classes constituted on the basis of a plurality of regions which are set in a hue circle and a plurality of luminance levels which are set in a luminance direction are determined. Frequency distribution of the respective classes is generated from an input image and it is determined whether a hue difference between the classes is a prescribed threshold or more. When the difference is determined to be the prescribed threshold or more, color information of a class whose color hue is the largest and color information of a class whose hue is the smallest are selected as representative colors. When the difference is determined to be less than the prescribed threshold, color information of a class whose frequency distribution is the largest and color information of a class having the largest luminance difference from the class whose frequency distribution is the largest are selected as the representative colors.
