The objective of the present invention is to adjust demands of a plurality of parties related to power supply/demand in order to generate a power supply/demand plan which is capable of satisfying, as much as possible, the demands of each of the parties. This power supply/demand plan generation device is connected so as to be capable of communication with a computer used by each party in order to generate a plan for the power supply/demand of each of the parties. The power supply/demand plan generation device is provided with: a storage unit; an input unit which acquires demand information which includes a demand related to the power supply/demand from a computer used by each of the parties in order to store the same into the storage unit; a risk value calculation unit which, on the basis of the demand information, calculates quantified risk values of risks in cases in which the demands included in the demand information have not been satisfied; a plan generation unit for generating plan information in which the demands of each of the parties have been adjusted on the basis of the calculated risk values; and an output unit which presents the generated plan information to the computer used by each of the parties.
