PURPOSE: A remote meter-reading system, and a device, and a method for mutual authentication using an ID(Identifier) at the same are provided to enable a smart meter to safely deliver the amount of a consumed power read from a power terminal device by performing mutual authentication between the smart meter and a power terminal device of each household, and between the smart meter and a meter data management device. CONSTITUTION: A power terminal device(100) generates and encodes N-value which is an arbitrary ID(1101). The power terminal device sends a registration request message containing generated registration data to a smart meter(200)(1102). The smart meter decodes the encoded registration data, and extracts and stores the N-value(1103). The power terminal device generates first authentication information by using the N-value and R-value used in a registration step(1104). The power terminal device generates an authentication request message containing the first authentication information, and transmits the message to the smart meter(1105). The smart meter performs the authentication of the power terminal device by using the first authentication information contained in the received authentication request message(1106). The smart meter generates an authentication completion message containing second authentication information, and transmits the message to the power terminal device(1107). The power terminal device generates authentication information and authenticates the smart meter(1108).
