PURPOSE: A cationic polymer surfactant is provided to obtain excellent bubble generating performance, to improve hair flexibility, to provide a smooth feeling of the hair without building-up while remarkably increasing hair condition. CONSTITUTION: A cationic polymer surfactant comprises a polymer compound represented by chemical formula 1 or chemical formula 2. In the chemical formulas, DE(Dextrose Equivalent) is 0-30; R is a C12-18 linear alkyl group, X^- is one or more Cl^-, Br^-, and CH3SO4^-; A+B+C is an integer from 5 or more; A/(A+B+C) is 0.01-0.4; B/(A+B+C) is 0.01-0.5; A+B is an integer from 5 or more; and A/(A+B) is 0.01-0.4. A hair cosmetic composition comprises the cationic polymer surfactant.
