<P>PROBLEM TO BE SOLVED: To provide a vinyl alcohol-based polymer excellent in the viscosity stability of its aqueous solution and preventing the solution from foaming, high in water resistance of a crosslinked coating film while excelling in solubility in water, and capable of increasing the modification amount and the degree of polymerization. <P>SOLUTION: This primary hydroxy group-containing vinyl alcohol-based polymer includes: an alkyl group substituted with at least two hydroxymethylene groups; and an N-alkyl (meth)acrylamide unit represented by formula (1).
