<P>PROBLEM TO BE SOLVED: To suppress reduction of an SN ratio by reducing color noise generated by gradation conversion. <P>SOLUTION: Each of random noise addition parts 33-1 to 33-3 adds random noise to a pixel value of an RGB component signal in each pixel constituting an image. One-dimensional ΔΣ modulation parts 34-1 to 34-3 respectively apply one-dimensional ΔΣ modulation to pixel values outputted from the random noise addition parts 33-1 to 33-3. When the pixel values are white or black, a control part 31 does not operate the one-dimensional ΔΣ modulation parts 34-1 to 34-3, and in the other case, executes control so as to operate the one-dimensional ΔΣ modulation parts 34-1 to 34-3.
