<P>PROBLEM TO BE SOLVED: To reliably promote a user to cope with a case of application for nursing care benefits by automatically generating a state where the case of application for nursing care benefits is not coped with, when the case of application for nursing care benefits is recognized as returned or suspended in examination on the National Health Insurance Organization side or the like or malpractices are found on the nursing care office side or the like with respect to the case of application for nursing care benefits. <P>SOLUTION: Each time when return/suspension data relating to a case of application for nursing care benefits arrives from a terminal on the National Health Insurance Organization side or the like, a corresponding state flag of the case of application for nursing care benefits relating to the return/suspension data is registered as a state of being not coped with.
