<P>PROBLEM TO BE SOLVED: To provide a skin care external preparation and an oil-in-water emulsion composition blended stably with an oil-soluble drug, and a skin care external preparation blended therewith and excellent in use feeling, because it is known that the oil-soluble drug is affected by oxygen, moisture, heat and the like, to cause decomposition, quality change, deterioration and the like with the lapse of time in the skin care external preparation. <P>SOLUTION: The problem is solved as the result of research as to the present invention, by neutralizing a fluorosurfactant with a neutralization agent, to be used as an emulsifier in the skin care external preparation, by preparing the oil-in-water emulsion composition, using the emulsifier, and/or by making the emulsion composition contained in the skin care external preparation. <P>COPYRIGHT: (C)2013,JPO&INPIT |
