PURPOSE: A facility control system and an operating method thereof are provided to improve the stability of a system by previously analyzing an added service through the simulation of an operation logic part set in a virtual control point. CONSTITUTION: A facility control system includes one or more facilities and a central control server(100). The central control server registers one or more physical control points and generates a control program to operate the facility through the physical control point. The central control server sets one or more virtual control points through a user input, generates a first layer module(135) composed of the virtual control point and the physical control point, and maps the first layer module on a second layer module(145) composed of the physical control point to generate the control program.
