<P>PROBLEM TO BE SOLVED: To provide a resolution converter capable of simultaneously executing resolution conversion processing and coding distortion removal processing in a process of decoding to encoded images and easily realizing signal processing to image signals with a simple configuration, a resolution conversion method and a moving image decoder. <P>SOLUTION: According to an embodiment, a resolution converter includes generation means and output means. The generation means sets one block corresponding to an image area indicated by P pieces in a vertical direction×Q pieces in a horizontal direction (P and Q are positive integers excluding P=Q=1) of object blocks each including an orthogonal transformation coefficient, and generates orthogonal transformation coefficients, the number of which being different from the total number of orthogonal transformation coefficients included in the P pieces in the vertical direction×Q pieces in the horizontal direction of object blocks for the block. The output means generates an image block by executing inverse orthogonal transformation to the orthogonal transformation coefficients generated by the generation means, and arranges the generated image block at a corresponding position of an image frame. <P>COPYRIGHT: (C)2013,JPO&INPIT |
