<P>PROBLEM TO BE SOLVED: To condition an environment where supercooling conditions are easily fulfilled in a wide variety of situations. <P>SOLUTION: A panel A for forming an electric field is provided with a body 1 comprising a flat electrode 11 as an electrode formed like a flexible mesh, a protective sheet 12 as a surface material surrounding the flat electrode 11, and an insulating material based insulating member 13 positioned on either the protective sheet 12 or flat electrode 11. When a voltage from 1 kV to 5 kV is applied as a sinusoidal waveform having a frequency from 48 Hz to 62 Hz to the flat electrode 11, an electric field space having an electric field intensity from 0.3 kV/m to 15 kV/m is formed within 3 m from a surface of the flat electrode 11 in the formation direction of the electric field on the side where the insulating member 13 is not positioned and an environment of the space is conditioned such that the supercooling is generated in a way that water enters a non-frozen state in a range from -5°C to 0°C. <P>COPYRIGHT: (C)2013,JPO&INPIT |
