<P>PROBLEM TO BE SOLVED: To provide a fault frequency estimation device, a fault frequency estimation program, a fault frequency estimation method and a fault frequency estimation system for improving estimating precision. <P>SOLUTION: A fault frequency estimation device 12 includes a CPU 12a, and the CPU 12a calculates the average value of the inspection values of each inspection item of an inspection object for the predetermined number of times on the basis of the past inspection values about all clients, and calculates the fault frequency of each inspection item of an estimation object for the predetermined number of times. Then, the CPU estimates the fault frequency about the inspection results of the inspection items of each estimation object for the predetermined number of times including this time from the average value of the inspection values of each inspection item of the inspection object for the predetermined number of times including this time inspection value by using a likelihood function based on a relation between the calculated average value and the fault frequency by a method based on Bayes estimation.
