<P>PROBLEM TO BE SOLVED: To provide controllers capable of power-saved control without caring about the types of controlled apparatuses such as consumer electronics and the states of the respective consumer electronics, in power shortages. <P>SOLUTION: Controllers 110a, 110b, ..., and 110n which are connected via a network with plural controlled power-consuming apparatuses and control the power comprises: a receiver for receiving a request for reducing power consumption from the outside; and a transmitter for transmitting the request for reducing the power consumption to the controlled apparatuses.
