<P>PROBLEM TO BE SOLVED: To prevent an abnormal state from being canceled by an canceling operation when the abnormal state cannot be actually canceled, thereby enabling early fraud detection and prevention. <P>SOLUTION: A first state cannot be terminated unless a predetermined operation is performed. When the first state is canceled, a second state occurs.
