<P>PROBLEM TO BE SOLVED: To provide a technology capable of recognizing characters at a high speed even when the characters are superimposed on a complicated background. <P>SOLUTION: A position and a size of a character string are estimated using a feature amount indicating character likeness by a character string rectangle estimation part 12, a representative character is recognized from the estimated position and size of the character string by a representative character recognition part 14, and a search range of the character is appropriately set from a recognition result of the representative character and the respective characters are recognized by an individual character recognition part 16.
