<P>PROBLEM TO BE SOLVED: To properly detect abnormal body movement, abnormal breathing, etc. which cannot be detected by a body temperature, by a safety monitoring device. <P>SOLUTION: A safety monitoring device includes: a microwave Doppler sensor 10 which emits a microwave and detects a Doppler-shifted reflected wave from a subject 200 irradiated with the microwave; a body movement detection unit 20 which detects body movement of the subject 200 on the basis of the detected reflected wave; a safety pattern determination unit 60 which specifies a condition of the subject 200 in accordance with a body movement frequency Td obtained on the basis of the detected body movement and outputs safety pattern data corresponding to the specified condition; and a distance determination unit 70 which specifies a distance range between the microwave Doppler sensor 10 and the subject 200.
