<P>PROBLEM TO BE SOLVED: To automatically perform ventilation and protection against insects and to perform environmental sanitation in a building by dry and fresh air supplied into an enclosed space such as an underfloor in a building with no maintenance cost. <P>SOLUTION: A plate 4 mounting a motor 2 with a blade 3 on one end in the inside of a hollow container 1 is fixed with screws 5 from the outside. Frames with nets 6-1, 7-1 are inserted through openings 6, 7 and attached on the other end inside of the hollow container 1, and an inspect repellent is contained between the frames with nets 6-1 and 7-1. As an operating power source of the motor 2, a power source of a solar power generator is employed and connected with an electric cable 11, and a changeover switch 10 between positive rotation and negative position is provided on the way of the cable.
