<P>PROBLEM TO BE SOLVED: To allow an operation state of a plant facility to be exactly reported by utilizing messages collected by a plant monitoring control device. <P>SOLUTION: A plant monitoring control device includes a message storage database 130 in which messages based on data outputted from a control object plant are stored, and a display screen generation unit 140 which generates display screens of messages stored in the message storage database. Further, the plant monitoring control device includes an occurrence frequency storage database 220 in which occurrence frequencies of messages stored in the database are stored per message type, and a notification unit 230 which analyzes the stored occurrence frequencies and, when the occurrence frequency of a specific message within a set period exceeds a preliminarily set threshold, notifies of a warning message for excess occurrence frequency.
