<P>PROBLEM TO BE SOLVED: To provide route control of a signaling message without executing movement of an IP address and establishment of a tunnel even in an IMS network capable of connecting with an enormous number of terminals. <P>SOLUTION: A gateway stores a label table obtained by allowing one terminal URI or more to correspond to a label based on a combination of identifiers of one or more SIP servers in which registered information of the terminal URI exists or is used. When receiving a signaling message from the terminal, the gateway retrieves a transmitting source label corresponding to a transmitting side terminal URI and a destination label corresponding to a terminating side terminal URI by using the label table, rewrites a destination MAC address header to the transmitting source label, rewrites a transmitting source MAC address header to the destination label, and transmits the signaling message to a flow switch device.
