<P>PROBLEM TO BE SOLVED: To provide a human sensor capable of detecting even a still human, and a human presence according to each of a plurality of areas. <P>SOLUTION: An image processing part 11 acquires a difference between image data and background image data in a detection area, tries to extract a pixel area corresponding to a human outline or area (hereinafter called a human body pixel area) from the difference image, and determines that a human is present if the human body pixel area is extracted. The image processing part 11 acquires a representative position in the human body pixel area, and determines an action of the human (stay, stillness, or movement, etc.) by comparing the displacement distance of the representative position within predetermined time (a predetermined number of frames) with a threshold. That is, the image processing part 11 determines when the distance is within the threshold, the human stays at a same place or is still, and when the distance is equal to or greater than the threshold, the human is moving. Furthermore, the image processing part 11 determines a position (coordinate) and a number (number of humans) of the extracted human body pixel areas.
