<P>PROBLEM TO BE SOLVED: To prevent a crime of taking a large amount of money away by deception from an elderly person by impersonating a relative, so called, a transfer fraud. <P>SOLUTION: A private sponsor invests on a local government and police executive organ to achieve a system for eradicating a transfer fraud by applying the CPU processing capability of a smart phone and a spectrum diffusion technology or the like. That is, a commercial cooperation contributes to a society to improve an image and a degree of recognition for a customer, and to quickly eradicate this type of crime.
