PURPOSE: A security medium reading device using phosphor materials and fluorescent materials and a method thereof are provided to accurately determine whether a security medium is forged or not by accurately discerning the security medium through a way of sensing a phosphor included in the security element of the security medium by time using two light receiving sensors. CONSTITUTION: A security medium reading device(10a) includes a light source(12), a first light receiving part(14), a second light receiving part(16), and a reading part(18a). A security medium(2) includes a security element containing a phosphor(20) in order to prevent forgery or modulation of a product. The phosphor is a form of a metal compound or a metal oxide having a different fluorescent material and a different wavelength. The light source irradiates UV light to the security element located on the upper or lower surface of the security medium. The first light receiving part receives reflection light or transmission light from the security element of the security medium. The second light receiving part is arranged by being separated from the first light receiving part and receives reflection light and transmission light from the security element if a preset time comes after receiving reflection light or transmission light through the first light receiving part. The reading part determines whether the security medium is forged or not by sensing the color change of sensed reflection light and transmission light through the first light receiving part and the second light receiving part by time.
