<P>PROBLEM TO BE SOLVED: To provide a radio base station and a method and a program for controlling the radio base station, capable of preventing abnormal congestion by distributing a concentrated processing load in the radio base station to another base station. <P>SOLUTION: The radio base station includes: a radio unit 12 for radio communicating with a mobile station; an interface 14 sharing processing load information with another radio base station 1a subordinate to first switching equipment 2a; and a control unit 13 for, if the system processing load of the first switching equipment 2a, estimated based on the processing load information, is a first threshold or higher and the self-processing load is a second threshold or higher, selecting a radio base station 1b, subordinate to second switching equipment 2b, to transfer a communication packet of the mobile station to the radio base station 1b subordinate to the second switching equipment 2b through the interface 14, or to hand over the mobile station. <P>COPYRIGHT: (C)2013,JPO&INPIT |
