PROBLEM TO BE SOLVED: To solve the problem of being difficult to sufficiently block up, due to blocking up by rolling up incineration residue of a vinyl chloride pipe, in a device for blocking up by expanding a thermal expansion material in a fire.

SOLUTION: In this fire resistant blocking composite, an outer surface and an inner surface of a cylindrical thermally expansive member are covered with a fire resistant sheet, and the fire resistant sheet covers the outer surface and the inner surface of the thermally expansive member by bending the one sheet.
