<P>PROBLEM TO BE SOLVED: To provide a processing device etc. for measuring a background noise to determine communication timing on the basis of the measured background noise. <P>SOLUTION: A processing device 100 includes a communication unit 110 for communicating with at least one radio tag 200, and a processing unit 120 for collecting information transmitted from the radio tag 200. When communication with the radio tag 200 fails, the processing unit 120 performs background noise measurement processing to acquire a background noise measurement data. Based on the acquired background noise measurement data, the processing unit 120 determines next timing to communicate with the radio tag 200.
